birth to 3 connections The state of South Dakota participates in a federal program called the Early Intervention Program for Infants and Toddlers with Disabilities (Part C of The Individuals with Disabilities Education Act Amendments of 1997, Public Law 105-17). In South Dakota, this program is called Birth to 3 Connections. South Dakota Birth to 3 Connections is a program of the Office of Educational Services and Support an office of the South Dakota Department of Education. Birth to 3 Connections works with other agencies to support families with children birth to three years of age with identifying needs and accessing community services. Birth to 3 Connections services are available to any family with a child birth to three years of age who has: The Center for Disabilities' Birth to 3 Connections is responsible for providing service coordination activities for early intervention services to the citizens of Davison, Hanson, McCook, Minnehaha, Sanborn and Turner counties in South Dakota.
