The University of South Dakota (USD) takes great care to assure the student who
registers for online classes is the same student who participates in
and completes and receives academic credit.

Student Identity Verification Measures
  • All online classes are password protected.  Students must provide name, date of birth, and the last four digits of their social security number, to receive an email and password from The University of South Dakota.  Access to online courses are managed through USD systems only and not a student's personal email.
  • Assessment of student learning in online classes often assists in student identity verification.  Many tests are proctored in person by University employees at the University's statewide higher education centers in Pierre, Rapid City, and Sioux Falls, SD and in Vermillion, SD at the Division of Continuing and Distance Education.  Students in other states make application for a professional proctor in their region who is approved by The University of South Dakota in advance of testing.  The Proctor Application can be found at by logging in to myU. portal.  Distance > Student Support > Proctor/Testing Info.  University staff evaluate carefully the proposed proctors assessing potential conflicts of interest.  Approved proctors verify student identity prior to each test.
  • Finally, a growing number of online courses supplement instruction with web conferencing.  This technology allows the professor to further authenticate identity through voice recognition and visual recognition if webcams are used.

Public administration is sometimes considered to be a rational process that occurs outside the political process. It is primarily concerned with facts, reason, data, and obsessed with objectivity. Efficiency, effectiveness, and economy are its guiding frameworks. From this framework, public administration might seem purely managerial and scientific; civil servants receive their marching orders from their political masters, gather the facts, and implement public policy that fits political directives. In this sense, politics and administration are separate and distinct. Politics determines policy and administration implements it. In reality, public administration exists in a multi-faceted framework that considers not just managerial values, but constitutional, political, and societal concerns. In many ways, public administration is political. Administrators are not instruments who merely apply public policy as set forth by politicians, but use their experience, expertise, and conception of the good to form and reshape public ends. To understand this civil servant and this civil service, public administration must be understood from a historical, institutional, political, and managerial viewpoint. From this comprehensive perspective, public administration remains meaningful despite the attacks directed against it. In particular, this class examines a multitude of approaches that are used to understand public administration.
