Partnership for Improvement in Rural Leadership and Learning (PIRLL)


What is PIRLL?

PIRLL is a grant funded to Technology and Innovations in Education (TIE) and Black Hills Special Services Cooperative by the United States Department of Innovation and Improvement School Leadership Program. 


To build the capacity and availability of educational leaders who serve in high need schools and inspire improvements in educational outcomes for students in rural South Dakota.

The program is a partnership between Technology and Innovations in Education (TIE) and the following:

  • South Dakota Incentives Plus (SDI+)
  • South Dakota Department of Education
  • University of South Dakota
  • Sinte Gleska University.
Program Objectives:

Objective 1: To build the capacity of 60 practicing principals and assistant principals through professional development that is embedded in their local practice and responsive to the needs of students served and the culture of their local community.

Objective 2: To recruit, instruct and support 50 aspiring school leaders who will become prepared and credentialed to serve high needs schools.
