Dissemination of International Humanitarian Law


The four 1949 Geneva Conventions and the two 1977 Additional Protocols are among the few conventions requiring explicitly that the knowledge of their contents be made widely known.

The Bulgarian Red Cross, in its capacity of the only institution in the country contributing wholly and consistently to the dissemination of the international humanitarian values, is striving to achieve understanding, respect and support for the Fundamental Principles of the Movement and the International Humanitarian Law, with a view to acting in favour of preventing violence and human suffering, and promoting lasting peace.

With the support of the ICRC and the Federation, the Bulgarian Red Cross spreads the knowledge about the Fundamental Principles of the Movement and the rules of the International Humanitarian Law. This is done by producing various printed and video-materials; establishing a network of staff and volunteer disseminators in the country; organizing seminars and training courses at all levels, and elaborating regional plans of training and publicity in that field, together with cultural events. Moreover, the Bulgarian Red Cross systematically furthers the efforts of the international organizations, to improve the existing international humanitarian and legal provisions; to set up national mechanisms for their implementation, and to launch media campaigns associated with numerous occasions of violating the norms of humanity.
