Chad B. Newswander is an Associate Professor and the PhD Program Director at the Department of Political Science at the University of South Dakota. He earned his MPA and PhD from the Center for Public Administration and Policy at Virginia Tech. His research centers on the proper role of public actors in a constitutional republic by looking at administrative statesmanship, guerrilla government, and constitutional governance. His current projects examine executive characteristics of administration and how a legal frame of mind is able to channel administrative discretion. He has published in a range of journals, including Public Administration Review, Administration & Society, and American Review of Public Administration. Dr. Newswander teaches courses on administrative ethics, administrative law, human resource management, the presidency, and American political thought. He is also involved in the Governor's Leadership program in South Dakota, which aims at developing and honing the skills of practitioners working in state government.
