Clay County The USD Early Head Start program has two home base units that serve Clay County. Clay County has a population of 13,266 (US Census Bureau). Vermillion, South Dakota is the largest town in Clay County and is the home of the University of South Dakota. Play and Learn Sessions (P.A.L.S) Both home base units hold their PALS together at the Vermillion United Church of Christ. The United Church of Christ provides an infant/toddler room, which is handicapped accessible.
