Jury Report Cover Letter
The competition was constructed to ensure complete anonymity for competitors. Ms. Dawn Carey, National Park Service Support Team, conceptualized and instituted a system whereby each package, as it was received, was assigned a number. The name and corresponding number were recorded in a Log Book which was kept under strict security. Competitor's names were not unveiled until the announcement of winners on Monday, 17 February 1997, at the news conference and ceremony held at the Parmly Billings Library.
