The following charge outlines the South Dakota Board of Regents' (SDBOR) expectations with respect to the search process and the authority granted to the Presidential Search Committee:

  1. The committee will review and comment upon the profile document. The profile describes the opportunities and challenges for the next president and provides a statement of desired competencies, experience and characteristics necessary to realize those opportunities and challenges. The profile will guide the search and selection process and be shared with candidates and nomination sources.
  2. The committee will work within the timetable for the search that the board has set forth. The schedule will permit the recommendation and appointment of a president in April/May of 2018, if possible.
  3. The committee will assist in conducting a national search to attract highly qualified and diverse pool of candidates by advising the search consultant upon request. Members of the committee will also encourage the university community on and off campus to nominate qualified candidates for the next president. Nominations shall be submitted to Witt/Kieffer (USDPresident@wittkieffer.com).
  4. The chair of the committee will make periodic reports to the board and the university community about the progress of the search.
  5. The committee will observe strict confidentiality as to the candidates’ names during and following the conduct of the search, except for the finalists invited to campus whose names become public.
  6. The committee will narrow the pool of candidates to roughly eight to 10 semi-finalist candidates for interviews at an off-site location.
  7. Following interviews of the semifinalist candidates, the committee will select finalist candidates [usually three to four] to be interviewed on campus. Members of the committee will lead the finalist interviews of their constituent group after which they will provide input to the South Dakota Board of Regents. With input from all constituent groups, the SDBOR makes the final selection and appoints the president.
  8. The committee will play a lead role in the on-boarding process of the new president.

Kevin Schieffer holds a bachelor’s degree from the University of South Dakota and is a graduate of Georgetown University School of Law, where he also served as an adjunct professor of law. He is a business consultant in Sioux Falls and retired in 2008 after 12 years as chief executive officer of Cedar American Rail Holdings Inc., the largest regional railroad system in the U.S. He was appointed as United States attorney for South Dakota by President George H.W. Bush in 1991. He has engaged in the private practice of law and served as chief of staff to former U.S. Sen. Larry Pressler from 1982 to 1991.

Pam Roberts holds a bachelor's degree in commercial economics from South Dakota State University. She retired in 2013 after a career in senior leadership roles, including Secretary of Labor, Commissioner of Personnel and Chief of Operations in the administrations of Governors Janklow, Mickelson, Miller, Rounds and Daugaard. Roberts and her husband, Clay, operate their family's ranch in Stanley and Lyman counties.


Regent Joan Wink (Howes, SD)

Joan Wink is a professor emerita of California State University, Stanislaus. Since retirement in 2007, she has been an adjunct professor at Black Hills State University, South Dakota State University, and in the Global Education Master’s Program of The College of New Jersey in Mallorca, Spain. She retired from these positions completely in Spring 2017. Dr. Wink began a six-year term to the South Dakota Board of Regents in April 2017. Throughout her career, she focused on languages, literacy, and learning in pluralistic contexts. Dr. Wink completed her Ph.D. in Curriculum and Instruction (Texas A&M, 1991); two masters' degrees from the University of Arizona (Spanish, 1981; Educational Foundations/Bilingual, 1985); and a Spanish and English undergraduate degree from Yankton College, SD, 1966. Dr. Wink continues sharing, writing and speaking nationally and internationally.

Dr. Wink maintains an active website and a blog, WinkWorld. She has published widely in scholarly journals and is the author of Critical Pedagogy: Notes from the Real World (4 editions), A Vision of Vygotsky with LeAnn Putney, and Teaching Passionately: What's Love Got to Do with It? (with Dawn Wink), and The Power of Story.

Regents’ President Bob Sutton (ex-officio) (Sioux Falls, SD)

Bob Sutton holds a bachelor’s degree in political science and a master’s degree in public administration, both from the University of South Dakota. He is currently the Executive Vice President and Chief Human Resources Officer for Avera Health, having previously served as the President and CEO of Avera Saint Mary’s Hospital and Vice President for Community Relations. Prior to this he served as president of the South Dakota Community Foundation, president of the South Dakota Bankers Association, executive director of the South Dakota Association of County Officials, chairman of the South Dakota Housing Development Authority, South Dakotans for the Arts, and as a board member of Junior Achievement of South Dakota.

Allen Madison, MBA, JD, Associate Professor of Law (Vermillion, SD)

Allen Madison teaches various federal income tax law courses and has taught some business law courses as well. His research interests include tax theory, tax history, tax psychology, tax procedure, and tax-centric statutory interpretation and logic. Allen has worked for some world-class organizations in his career and, as a result, has had the opportunity to work with world-class leaders. At The Dow Chemical Company, Allen advised the Chief Tax Officer on legal issues. He was also the primary advisor to a Federal Judge at the U.S. Tax Court. As an attorney at Fenwick & West, Allen was involved in numerous personnel decisions. His experience also includes serving on the faculty (non-tenure track) at four other universities, Georgetown University, University of Idaho, University of Wyoming and University of Navarra (Spain). In addition, Allen has served on the University Senate and has been involved with conflict of interest projects with the Assistant Vice President of Research Compliance. At the law school, he developed and now advices the Low Income Taxpayer Clinic. Allen has two undergraduate degrees and an M.B.A. from Michigan State University, and law degrees from Hofstra University (J.D.) and Georgetown University (LL.M).

Beth Boyd, Ph.D., Professors/Director of Clinical Psychology Program (Vermillion, SD)

Dr. Beth Boyd is an enrolled member of the Seneca Nation of Indians and a Full Professor in the Clinical Psychology doctoral program at USD. She directs the USD Clinical Psychology Program and is a member of the Disaster Mental Health Institute. Dr. Boyd has responded to numerous disasters, working with the American Red Cross, SAMHSA, the Indian Health Service, and the DMHI. Dr. Boyd is a Past President of the American Psychological Association Society for the Psychological Study of Culture, Ethnicity and Race (Division 45), and the Society for the Clinical Psychology of Ethnic Minorities (Division 12, Section VI). Other APA service includes the Board for the Advancement of Psychology in the Public Interest, the Presidential Task Force on PTSD and Trauma in Children and Adolescents, the Commission on Ethnic Minority Recruitment, Retention & Training, and the Minority Fellowship Program Training Advisory Committee. Her additional service to USD has included membership on numerous department, college, and institutional service committees, including the most recent Strategic Planning Committee, and serving as inaugural Co-Chair of the President’s Council on Diversity & Inclusiveness.

Dr. Jewel Goodman Shepherd is an Assistant Professor in the Health Services Administration Department (HSAD) of the Beacom School of Business at USD. Dr. Shepherd further serves as the Practicum Experience Coordinator for HSAD and she is a certified health education specialist (CHES) by the National Commission for Health Education Credentialing. She earned a PhD in Health Services Research with a Community Health cognate from the College of Health Sciences of the Old Dominion University; a Master of Public Administration Degree with an emphasis in Healthcare Administration Management; and a Bachelor of Arts Degree in United States Policy with a minor in Legal Studies from the Mount Vernon Women’s Campus of the George Washington University. Dr. Shepherd’s collegiate level teaching experience sums 10 plus years: in the joint graduate public health program of Eastern Virginia Medical School and Old Dominion University; in the School of Community and Environmental Health in the College of Health Sciences at Old Dominion University; and in the Department of Languages, Mathematics and Sciences in the Health Professions Division at Tidewater Community College. Dr. Shepherd has experience in the healthcare industry as an administrator for management of federally qualified health centers. Her research interests include chronic care management, behavior health surveillance, mobile health technologies and interprofessional education and collaboration in the health sciences.

Scott Pohlson has served as the university’s Vice President of Enrollment, Marketing and University Relations since 2014 and was the Dean of Enrollment from 2009 to 2012. Scott has worked extensively with student recruiting, financial aid leveraging and retention as a consultant for Noel-Levitz. Scott is active in the community. Scott serves as the USD United Way Chair, as a board member of the United Church of Christ in Vermillion, as well as a board member for the Vermillion Junior Achievement. Scott was once President of Vermillion Next, a unit of the Vermillion Chamber and Development Corporation (VCDC) designed to serve the young professionals in the community. Additionally, he is currently serving as the Secretary to the Board for the VCDC.

Cheryl Tiahrt has worked at USD in various technology-related capacities for the last 18 years. Her positions have included Senior Computer Support Specialist, Computer Support Supervisor, Manager of User Services, Manager of Technology Services, Director of IT/Deputy CIO, and Assistant Vice President of Technology/Deputy CIO. Cheryl currently chairs both the USD Research Computing Advisory Committee and the USD Information Technology Advisory Committee. She earned both her undergraduate degree in Computer Science as well and her Master’s in Business Administration from USD.

Binnie Goodwin is a Program Assistant in the Office of Research and Sponsored Programs. She appreciates all aspects of research and has happily held several positions within the department. In addition to the Grant and Contract reporting sent to the VP for Research, USD President, College Deans and Board of Regents, she also runs financials for the department and areas under the Office of Research. She is a HR super user, a member of hiring committees for students, staff and administration. She is also active in the USD community as a member of the following committees: Civil Service Advisory Council – President; Regental Civil Service Advisory Council - Vice President; President’s Council on Diversity and Inclusiveness – CSAC representative; Campus Climate Sub-Committee; Gender Rank Sub-Committee; University Budget Committee – CSAC representative; USD Parking Committee; and more.

Josh Anderson is a junior from Aberdeen majoring in Political Science and Business Administration and minoring in Legal Studies in Business. Throughout his time on campus, he has done his best to become a vital student leader in the classroom as well as in various student organizations across campus. Currently, he serves as the Vice-President of the USD Student Government Association as well as the Internal Vice-President of the Interfraternity Council. Along with the organizations listed previously, he is also a Student Ambassador for the Admissions Department, a Sorority & Fraternity Life Ambassador, and an active member of Tau Kappa Epsilon Fraternity. Aside from being an active student leader, he has also been employed by the University Housing Department as a Resident Assistant for the past two academic years. After completing his undergraduate studies, he plans to attend law school and business graduate school.

Taylor Gubbrud is a senior from Belle Fourche majoring in Political Science and Economics and minoring in Spanish. During her time at USD, she has worked hard to build leadership skills through campus involvement, serve the South Dakota community, and cultivate meaningful friendships. She has been involved with various organizations on campus, including Kappa Alpha Theta (Chief Executive Officer), Political Science League (President), Student Government Association (Arts & Sciences Senator), Mortar Board, Order of Omega, and Adopt-A-Grandparent. In addition to her involvement on campus, she has also worked as a USD Writing Consultant for the past year. She has accepted a position with the South Dakota Investment Council in Sioux Falls, where she will begin as a research analyst after graduation.

Nate Welch has been the executive director of the Vermillion Area Chamber of Commerce and Development Company (VCDC) for nearly four years. He oversees the day to day operations of the company, which ultimately looks to improve the quality of life in Vermillion through strategic and creative economic development and collaboration. In his time at the VCDC, the Chamber Membership has seen consistent and record growth of over 11% each year the past four years. A housing development the VCDC owns has sold over 41% of lots, exceeding projections of an estimated 24% in this time period and the company is responsible for multiple economic development and tourism projects with multimillions of economic impact to the area, including a renovation of a historic building in downtown Vermillion to create a collaborative co-working commerce center.

Prior to his role in leading the Vermillion Chamber and Development Company, he was the Vice President of Operations and General Manager for the Sioux Falls Canaries and the Sioux Falls Stampede. His eclectic background also includes being a TV reporter for the NBC and ABC affiliates in Sioux Falls as well as development at multiple universities in South Dakota in addition to running his own consulting company and serving on multiple non-profit boards. Nate studied broadcasting and sociology at the University of Nebraska and received a double major at the University of Sioux Falls in Management and Entrepreneurship. He is married with three children, ages between infant to 8 years old.

Torrey Sundall is the newly elected chair of the USD Alumni Association Board of Directors. In this volunteer leadership role, he is responsible for serving as the voice of over 70,000 members of the USD alumni community. He was elected to the Board in 2015 and has proven himself an active board member and committee chair. In addition to his leadership on the Alumni Association Board, Torrey has served as a member and past president of the Howling Pack Board of Directors - the athletics fundraising arm of the USD Foundation. Torrey is a loyal Coyote, attending as many USD events as possible and encouraging others to do the same. He is a thoughtful leader and adds great value to the boards and committees on which he serves.

Ryan Taylor earned a Bachelor of Arts degree in Business Administration, emphasis in accounting, from USD in 1993. Following graduation he worked for Eide Helmeke, LLP (predecessor firm to Eide Bailly, LLP) in its Sioux Falls office from 1993 to 1996. He was licensed as a CPA after two years of public practice in 1995. In August, 1996 he left Eide Helmeke, LLP to attend law school at USD School of Law. Ryan obtained his Juris Doctorate from USD in May, 1999 and was admitted to the South Dakota Bar in September of that year. He was employed as an associate by Morrell, Thomas, Nooney & Braun, LLP in Rapid City, South Dakota from August, 1999 to April, 2001. In April, 2001 he was hired as an associate by Cutler & Donahoe, LLP and became a partner in that firm on January 1, 2003. He continues to practice at Cutler Law Firm where he specializes in banking and public utilities. In addition to his work, he has served on the USD Foundation Audit Committee since 2013 and on its Board of Directors since 2015.


Photo of Retired Justice Judith MeierhenryJudith Meierhenry, Retired South Dakota Supreme Court Justice (Sioux Falls, SD)

Judith Meierhenry is an associate justice and the first woman to serve on the South Dakota Supreme Court. Judith attended the University of South Dakota, receiving her Bachelor of Science in 1966, her Master's degree in English in 1968, and her Juris Doctor in 1977. She lived in Vermillion, South Dakota and practiced law there. In 1979, South Dakota Governor Bill Janklow appointed her to serve in the State Economic Opportunity Office. In 1980, she became state Secretary of Labor, and in 1983 she became state Secretary of Education and Cultural Affairs. From 1985 through 1988 she served as senior manager and assistant general counsel for Citibank South Dakota in Sioux Falls. Judith was appointed judge of the Second Circuit Court on December 16, 1988 by Governor George S. Mickelson and presiding judge of the Second Circuit Court in 1997. In November 2002 Governor Janklow appointed her to the South Dakota Supreme Court, and she served until her retirement in June 2011.

José-Marie Griffiths became the twenty-third president of Dakota State University on April 27, 2015. She holds a doctor of information science and a bachelor’s degree in physics from University College London. She also completed a postdoctoral fellowship in computer science and statistics at University College London. She has conducted numerous contracts or grants with 16 federal agencies, including the National Science Foundation, the National Institutes of Health, the Department of Energy, the National Institute of Science and Technology, and NASA, as well as with more than a dozen Forbes 100 companies, including AT&T Bell labs, IBM, Eastman Kodak, Johnson & Johnson, DuPont, and Colgate-Palmolive; multiple international organizations including NATO, UNESCO, and the British Library Research and Development Division; and over 10 statewide studies on networking, including Massachusetts, Florida, Pennsylvania, and New York.

Kevin Doyle has over 37 years of experience in the fields of auditing, corporate and cooperative taxation, forecasts and projection, mergers and acquisitions and depreciation studies. His specialization was in electric and telecommunications utilities. He served as the Partner-in-Charge of the Sioux Falls office from 2005 to 2016. He also served on the Eide Bailly LLP Board of Directors for 12 years. He is a member of the SDCPA Society and the AICPA. Kevin is the South Dakota council representative to the AICPA. Kevin earned his Bachelor of Science degree in accounting at the University of South Dakota. He and his wife Karen reside in Sioux Falls. They have three married children and eight grandchildren.
