Beginning in mid-April, Baylor will oversee student services, undergraduate admissions and financial aid – functions vital to the recruitment and retention of students. He will also manage the office of the dean of students, which is responsible for facilitating programs and activities for students as well as enforcing student policies and procedures at The University of South Dakota. “I’m thrilled about this opportunity to help USD in its vision to be the best small, public flagship university in the nation built upon a liberal arts foundation,” noted Baylor, who comes to USD after three years at Saint Leo University. “With my background in higher education, especially as it relates to enrollment and student life, I look forward to bringing the professional success I’ve had to the USD campus.”

Baylor received his B.A. in business management from Marietta College, an M.A. in education and guidance counseling from Marietta College and an M.B.A. from Tiffin University.

Baylor has several years of experience working as a student life administrator. Some of his most notable accomplishments include the enrolling the largest first-year class in Thiel College history and the successful implementation of online graduate programs for Saint Leo, where he most recently served as the assistant vice president of student services. From 2000 to 2005, Baylor worked in various administrative roles at Thiel College, including dean of admissions and dean of enrollment. Prior to that, he was employed at his alma mater, Marietta College, from 1994 to 1999.
