Milstead, a political science major from Hartford, S.D., is a 2007 graduate of West Central High School. Prior to enrolling at The U, she was an intern for U.S. Sen. John Thune, R-S.D. Milstead is the second recipient of the scholarship that was established in 2008 thanks to an endowment by the Dorothy C. Schieffer family, who created the scholarship in their mother's name. Thomas K. Emanuel of Deadwood, S.D., was the inaugural recipient of the award.

In addition to academic performance, the scholarship is renewable for a maximum of four years as long as the recipient meets the guidelines established by the endowment, including demonstrating a genuine need for financial assistance; being in a position to excel academically; and indicating a potential to grow into a civic-minded leader. Selected by the Department of Political Science, the Dorothy C. Schieffer Scholarship offers full scholarship opportunities for four non-traditional students seeking political science as a major or minor at The University of South Dakota.
